Abstract
Human Immuno-deficiency Virus (HIV) has rapidly evolved over time. HIV remained and considered to be one of the world’s most serious public health concerns. Advocacy for HIV screening, testing, counseling, and prevention still fall short in other countries especially in the Philippines. Nurses’ application of the American Nurses Association (ANA) advocacy model for HIV might be the key for successful advocacy training, screening, increase access to care and coordination of care for HIV at-risk group.
This global action plan utilizes American Nurses Association (ANA) advocacy model for HIV. The American Nurses Association (ANA) advocacy model for HIV is a comprehensive framework focused on ending the HIV epidemic through evidence-based practice, protecting human rights, and eliminating stigma.
This advocacy initiative aligns with the Sustainable Development Goals (SDGs) 3 (Good Health and Well-Being), and SDG 3.3 (Communicable Diseases). One of the SDG Target 3.3 is to end the epidemics of AIDS.
This proposed action plan puts more emphasis on the application and utilization of the American Nurses Association (ANA) advocacy model for HIV. This action plan also aims to evaluate the effectiveness of the ANA advocacy model for HIV and nurses’ application of the advocacy training in the Philippines.

Managing and ending HIV/AIDS is a key target within the United Nations Sustainable Development Goals (SDGs). Specifically, SDG Target 3.3 aims to end the AIDS epidemic by 2030 as part of its goal to ensure health and well-being. The strategy focuses on reducing new infections by 90% and AIDS-related deaths by 90% from 2010 levels (World Health Organization, n.d.). The Philippines is experiencing the fastest-growing HIV epidemic in the Western Pacific region with a whopping 418% and 535% chance of new HIV infections and AIDS-related deaths. The Philippines estimated 189 000 people living with HIV (PLHIV) by the end of 2023 is projected to increase by more than two times to 401 700 by 2030. The country remains far from achieving UNAIDS 95-95-95 targets (World Health Organization, n.d.).
