Abstract
Purpose: Taiwan, situated in the Pacific Ring of Fire, is a democratic island nation prone to earthquakes and typhoons,compounded by geopolitical tensions. Enhancing national resilience via community preparedness and self-help is a key policy focus. This project evaluated the effectiveness of Emergency Nurse Practitioner (ENP)-leddisaster response training within Taiwan’s “Resilient Nation Medical Preparedness Project.” It aimed to boost community readiness, empower local health centers, and set up functional emergency medical stations through structured training and simulations.
Methods: From October 29 to November 22, 2024, five of Nantou County’s 13 health centers in Central Taiwan joined the initiative. An experienced ENP in disaster medicine delivered 8–16-hour courses over 1–2 days per site.Topics covered disaster medical principles, hemorrhage control and bandaging, emergency team setup,Incident Command System (ICS), and CSCA-TTT model (Command, Safety, Control, Assessment–Triage,Treatment, Transport). Sessions ended with group simulations mimicking real disasters.
Participants, selected by centers, included nurses, physicians, healthcare pros, admins, volunteers, and students—those key to emergency stations. Pre/post-tests (25 multiple-choice questions) and satisfactionsurveys used Google Forms via QR code. Excel analyzed data with descriptive stats and paired t-tests forknowledge gains and satisfaction by site and category.
Results: Participants took pre-tests (mean 55.2); post-tests (mean 71.2). Paired t-tests showed significant improvement across centers (p=0.0088, p< 0.01) and categories (p=0.00008, p< 0.01). Satisfaction was high: topic understanding 4.59/5, lecturer skills 4.84/5, materials 4.79/5. Feedback noted better team coordination, triage skills, and confidence in station setup and procedures.
Conclusions: Findings show ENP-led training boosts knowledge, teamwork, and preparedness in community providers.ENPs extend nursing from hospitals to communities, showcasing leadership in disaster response. Resultsadvocate integrating experienced NPs into Taiwan’s Resilient National Healthcare Plan to enhance local capacity, interdisciplinary ties, and sustainable resilience.
Implications for Nursing Practice.
This underscores NP leadership in community disaster training, linking clinical expertise with public health prep. ENPs can drive resilient, self-reliant communities for effective emergency responses.

This study assesses a nurse practitioner-led disaster response training under Taiwan’s“Resilient Nation Medical Preparedness Project.” Held at five health centers, the training markedly enhanced participants’ knowledge, teamwork, and disaster readiness. Results affirm nurse practitioners’ role in leading community resilience and disaster medical initiatives.
